The U.S. is a global superpower - economically, militarily, and also morally - so historically, instead of using military action to resolve conflict, the U.S. has learned to used kinder diplomatic tools/measures to accomplish their goal of realizing a change in a foreign government.
DIRECT SANCTIONS apply to only 2 countries: the target country and the originator country (themself) - limiting or banning their own trade and business. MOST EFFECTIVE, but more complex to implement are THIRD PARTY SANCTIONS which also penalize countries that do business/trade with the target country.
Currently the United States leads the World in Sanctions on:
IRAN - for their Nuclear Weapons and Ballistic Missile Development, and due to their sponsorship of proxy militias conducting civil wars and terrorist operations throughout the Middle East.
RUSSIA - for their Invasion of Ukraine and Illegal Annexation of Ukrainian Provinces.
